What are the top 3 name gathering and contact software applications available to the recruiter?

In a highly competetive recruitment market where top talent is much sought after, what applications are available to the recruiter to quickly identify names of potential or passive candidates. Big billers constantly strive to find technology which makes name gathering and associated email and telephone numbers more efficient. Which are the top 3 software packages available to the recruiter?

You carefully avoided the word active in describing candidates, and said "name gathering and associated email and telephone numbers" but not resumes, so that would imply we should *not* include any resume-only gathering tools, even if they are resumes floating on the open Internet and not in a particular site's db. (I would encourage you to edit the original question to make that clearer.)

In that case, I would recommend: Broadlook Technologies first, and it's a big drop IMO to #2, #3 and beyond, which would then force me to list far more than three, so I'll stop there & read others' replies.

The reason why I used this language is that Im interested in solutions that will enable consultants to speak with passive candidates, not those already with their heads above the parapet...

I would second both replies as a long time user. I have been using both Diver and ResumeFinder for sourcing for a while now.
I would recommend Diver to someone who is an expert in Boolean searches. If you really know how to create your search strings and what search engines do - this tool will speed up your contact search tremendously.
I would recommend ResumeFinder to someone who either wants help in Boolean searches or wants to master their search skills.

Jigsaw is another site that has contact info. I find that a little less than 50% contacts are up to date - however you can get as many as you like. There are several search options. Also, they offer company info for a large number of companies.
